The Watch counts wrists, not feet
The Apple Watch detects steps with the accelerometer and gyroscope on your wrist. When you walk normally, your arm swings in a rhythm the Watch recognises as walking. On a walking pad under a desk, your hands are on the keyboard, the mouse, or the desk edge. The feet keep going; the wrist goes still; the rhythm disappears. Apple's own support forums put it plainly: typing may not be enough movement to register a step.
It is not a GPS problem. Steps come from motion sensing, so walking indoors counts fine as long as the wrist moves. GPS only matters for outdoor distance and for calibrating the stride model. A stationary pad does not zero your steps. A stationary wrist does.
The undercount is not subtle. Owners report an hour of desk walking logged as a couple of hundred steps, and treadmill sessions of five miles recorded as one and a bit. The Watch is doing exactly what it is designed to do. Its design just assumes your arms are free.
The workarounds, honestly rated
Swing your arms. Works perfectly. You also cannot type, which defeats the point of a walking pad under a desk.
Start an Indoor Walk workout. Worth doing for heart rate and ring credit, but it does not fix steps. A workout tells the Watch not to expect GPS; steps and distance still come from wrist motion, so the numbers stay wrong. Owners see a fraction of the belt's distance logged even with the workout running the whole time, and slow desk paces can trigger the “are you still working out?” prompt.
Wear the Watch on your ankle. The famous trick. For many people the step count genuinely improves; for others it overcounts by half again. Heart rate readings at the ankle are unreliable, notifications and Apple Pay live on your ankle now, most bands do not fit without a stretch strap, and you are swapping it back and forth twice a day. Unofficial, unsupported, and a lot of ritual for a number.
Keep your iPhone in your pocket. Phones count steps reasonably well at a brisk pace and noticeably worse at slow ones. Desk pads typically run at 2 to 4 km/h, right where phone accuracy drops off, and pocket steps do nothing for your rings.
Type the numbers into Health yourself. Manual entries actually count, because Health trusts manual data above devices. But it is arithmetic and data entry after every single walk, forever, and one mistyped timestamp makes the day look strange.
The belt already counted your walk
Here is the part the workarounds all miss: one device in the room knows exactly how far you walked, to the metre, the whole time. The pad. It drives the belt, so it measures the belt. It does not guess from your wrist or your pocket.
What the pad cannot do is tell Apple Health. Health does not pair with treadmills, and no consumer walking pad speaks to it directly — that is its own story. The gap between the belt and Health is exactly the width of one app: something that connects to the pad over Bluetooth, records what the belt reports, and writes it to Health properly.
